By-law
Regulatory legal act is a law making instrument, which is adopted by certain entities through a special procedure and contains legal norms.
Law is a regulatory legal act having supreme legal force that is adopted by higher authorized state government body or directly by people.
By-law has lower legal force than law.
By-law must not contradict to law.
According to the Law of the Republic of Uzbekistan No. 160-II of 14 December 2000 “Concerning regulatory legal acts” (new version), Article 6:
Regulatory-legal acts are legislative instruments that form legislation of the Republic of Uzbekistan.
The Constitution of Uzbekistan, laws of the republic, and decrees of the Uzbek parliament (Oliy Majlis) are the legislative instruments.
Decrees of the President of Uzbekistan, orders of the Uzbek Cabinet of Ministers, regulatory-legal acts of governmental ministries, committees and departments, and decisions of local authorities are by-laws.
