Recommendations accepted by the participants of the International Conference on Regional Cooperation in Transboundary River Basins

Dushanbe May 31, 2005

The vital essence of water had been and remains the basis for the cooperation between people, countries and nations.

International year of fresh water, 2003, International Decade for Action “Water for Life”, 2005-2015 announced by the UN General Assembly upon the initiative of the Republic of Tajikistan had strengthened in the world community the understanding on the necessity of transferring from discussions, intentions and liability proclamation towards implementing practical measures in the water sector. This new strategic aim of the international community is for the sake of human being, for the sake of Life.

Water resources play an important role in reducing poverty level, in achieving stability and sustainable development that predetermine the need for cooperation, and for the effective organization of the resources management and use, especially in transboundary rivers basins.

We, the participants of the Dushanbe International Conference on Regional Cooperation in Transboundary River Basins representing Governments, Research and Educational Institutions, local authorities, nongovernmental and international organizations, private sector:

Note the importance and necessity of realization the regulations of the UN General Assembly Resolution À/Ñ.2/58/L.8 International Decade for Action “Water for Life”, 2005 – 2015.

Undertake to support and implement actions for concrete contribution to achieve the Millennium Development Goals in the water sector in pursuance with the decision of the World Summit on Sustainable Development, 3rd Kyoto World Water Forum, Water Appeal of Dushanbe International Fresh Water Forum and make an appeal to all mediators to follow our obligations and from 2005 year to start:

  1. Implementing specific activities on improving the drinking water supply systems, strengthening regional partnership on water;
  2. Recognizing water as a vital essence for human beings, environment, intergovernmental relations and people should prevent any dispute and elaborate peaceful measures to resolve conflict situations if any by emphasizing on regional cooperation.
  3. Introducing integrated method of water resources management within hydrographic units subject to water supply to population, agriculture, industry, energy needs, other ecological sectors with the view to reduce poverty level and to increase common weal/ people prosperity;
  4. Improving management of the transboundary water resources and other water entities by means of perfecting existing ones, accepting and implementing effective intergovernmental bilateral and multisided agreements, and also optimization of the basin organizations functioning;
  5. Increasing a level of regional, hydropower potential use, in ecologically and economically sustainable manner;
  6. Practical use of advanced innovative strategies on resources mobilization, effective rate regulation executing, partnership relations intensification, including private sector for the hydroeconomic complex constructions rehabilitation, ground quality amelioration, food and energy safety sanitary problems resolving, defense from deleterious effect, population supply with qualitative potable water, water utilized ecosystems restoration, and biological variety loss reduction;
  7. Widening of the population information adequately water challenges of the third millennium and etc.;
  8. Introducing of advanced water supply technology both at regional and national levels by paying more attention to the less developed countries and the countries with economy in transition;
  9. Active participation in developing water resource monitoring instruments, sewage and overflow waters and exchange of information at regional level;
  10. Promote in the development and improvement of water legislation, its harmonization at regional level to promote the water conservation and strength economic mechanism for water utilization;
  11. Creating the conditions to promote women’s role in water management and rational use of water resources in order to improve the prosperity of families, education of younger generation and sustainable development of the society;
  12. Supporting the development of the capacity of the regional institutions and organizations to strengthen the mechanisms of rational use of water resources, prevention and resolution of conflict situations in proper way, strengthening of regional peaceful co-existence;
  13. Utilizing the potential of NGOs on regional cooperation, formation of partnership relations, initiation of legislative processes on improving normative and legal regulation of rational use and protection of water resources as appropriate;
  14. Taking into account the global climate changes factors within the framework of long-term programs on using and protecting water;
  15. Undertaking specific measures to improve the quality of environment, including safety of transboundary water infrastructure both at national and regional levels;
  16. Accounting the water factor as one of the key components of security therefore water factor should not be used for aggravation of situation in areas where there are internal and external political and other types of conflicts, rather must be used as a starting point for regulating peaceful relations;

We welcome the Decision of the UN General Assembly to declare 2005-2015 the International Decade for Action “Water for Life” following the proposal made by the Republic of Tajikistan and we express our gratitude to the Tajikistan Government for its efforts on conducting the International Conference on Regional Cooperation in Transboundary River Basins. We appeal to this authoritative international organization to give more dynamism to world and regional water processes, to establish an effective monitoring mechanism, to assess and have an influence on these processes in order to achieve a conflict-free sustainable development.

We appeal to the United Nations Organization to consider the possibility of implementing the provisions made on October 6, 2002, by the Heads of Central Asian States, in the Dushanbe Declaration, calling for the establishment of a mechanism, that would be placed under the UN auspices, and coordinate the activities of international organizations and donor agencies relating to the resolution of the Aral Sea basin problems. We also appeal to the UN to declare this basin as a “high priority pilot region” for the implementation of the Millennium Development Goals.

We support the initiative of the Republic of Tajikistan on preparation of the agreement on partnership of all stakeholders for the achievement of the Millennium Development Goals and the second phase of the Aral Sea Basin Programme up to 2010 with adoption of concrete obligations and creation of favorable conditions for investments.
